Changing Arctic Research School
UiT the Arctic University of Norway kick-starts a transdisciplinary research school "Changing Arctic" in August 2022, with PhD candidates and supervisors from all seven university faculties. The research school has a focus on renewable energy, food security, health and welfare. “Changing Arctic” will collaborate with actors in private and public sector. The research outcomes will contribute to resilience and transformation in the Arctic and will thus operationalize Sustainable Development Goals.
The training will provide PhD candidates with knowledge, professional and transferable skills, and general competences that enables them to contribute to innovative and sustainable solutions for the Arctic. The research school will arrange courses, seminars, workshops, and excursions, and will organise secondments in private enterprises, NGOs, and public institutions. The position
The position is a fixed term position for a duration of four years. One year is distributed as 25 % each year and will consist of teaching (10%) and other duties such as secondments and interactions with the industry or the public sector. The objective of the position is to complete research training to the level of a doctoral degree. Admission to the PhD programme is a prerequisite for employment, and the programme period starts on commencement of the position.
The workplace is at UiT Campus Tromsø. You must be able to start in the position within a reasonable time after receiving the offer. The Research School starts on the 1st of September 2022.
The position’s affiliation and field of research
While being a member of the research school, the candidate will be employed at the Faculty of Law. The PhD position is affiliated with the Norwegian Centre for the Law of the Sea (NCLOS). NCLOS have a staff of 20 - 25 employees: academic staff and PhD fellows. The Centre is located at the Faculty of Law, providing for close contact and collaboration between the staff. The Centre also has an extensive national and international academic network. NCLOS has been awarded status as UiT Aurora Centre 2021-25. The position’s field of research is within renewable energy in the Arctic and international and/or domestic law. Renewable energy can contribute to the resilience of Arctic communities and ecosystems. It is essential to integrate more renewable energy both in areas with highly interconnected power systems (in more developed areas of the Arctic, such as Northern Norway, Finland, Iceland) and particularly in areas with more abundant isolated power systems (in parts of northern Canada, northern Russia, Greenland, and Alaska) that are still heavily dependent on conventional fuels to power their needs. However, developing renewable energy in the Arctic onshore or offshore raises a number of legal questions/challenges that can be seen from different perspectives i.e. within international law and/or domestic law. We invite research proposals that focus on the development of renewable energy in the Arctic and that frame the legal research questions/challenges:
within the fields of international environmental law, law of the sea, energy law, indigenous peoples’ rights;
and/or within domestic law;
and/or undertaking comparative research of different legislation and approaches adopted by different Arctic States and how to ensure coherence across the different approaches (e.g. also via the role of the Arctic Council).
The chosen candidate must be willing to adapt her/his project description to the ongoing research activities at the Centre such as for instance the research project Developing good ocean governance of the Arctic in times of unpredictable and rapid changes (DOGA), funded by the Norwegian Research Council. In the assessment, the emphasis is on the applicant's potential to complete a research education based on the grades in the master programme, the master's thesis or equivalent, and any other scientific work. The project description will also be considered. In addition, other experience of significance for the completion of the doctoral programme may be given consideration, e.g. working experience.
We will also emphasize motivation and personal suitability for the position.
As many as possible should have the opportunity to undertake organized research training. If you already hold a PhD or have equivalent competence, we will not appoint you to this position.
Admission to the PhD programme
For employment in the PhD position, you must be qualified for admission to the PhD programme at the Faculty of Law and participate in organized doctoral studies within the employment period.
The applicants must have a five years Master’s degree in Law or Cand. jur. with good grades. The Faculty may accept equivalent education in law from foreign universities.
The successful applicants must fulfil the requirements for admission to the Faculty's PhD programme. Information about requirements is available here (general requirements for UiT) and here (complementary requirements/guidelines for the Faculty of Law). Applicants who meet the grade requirement (including the master's thesis) with an average of B or equivalent, are normally qualified unless the project description is unsatisfactory. Consideration may also be given to any previously published works, progression in studies, and an extensive master's thesis with good results, if the applicant does not have a straight B grade average. In the same way, emphasis can be placed on whether the applicant has experience of special significance for the implementation of the PhD project.

Applicants with a foreign education will be subjected to an evaluation of whether the educational background is equal to Norwegian higher education, following national guidelines from NOKUT. Depending on which country the education is from, one or two additional years of university education may be required to fulfil admission requirements, e.g., a 4-year bachelor's degree and a 2-year master's degree.

Remuneration of PhD positions are in salary code 1017, and normally starts at salary grade 59 on the pay scale for Norwegian state employees – equivalent to 534 000 NOK/year. There is a 2% deduction for contribution to the Norwegian Public Service Pension Fund.
