Job Title: Offshore Commissioning Electrical Authority
Job Dimension:
Preparation and execution of Commissioning for all Electrical Systems within the Project scope as described in the
Context & Environment section below.
NB:
He/she shall have the capacity to manage the commissioning electrical teams working simultaneously in multiple topsides and provide the adequate supports accordingly.
Activities:
HSE responsibilities:
Be a Champion for HSE during Offshore Execution, leading by example,
Follow-up on the implementation of CPY HSE Policy and Procedures.
Actively participate to the HSE meetings and lead TRA’s meetings as required.
Make sure the execution of the activity is done in line with the work permit and be committed to stop any unsafe acts;
Report any anomaly, unsafe act for further analysis and propose corrective actions.
Ensure that all personnel under his/her supervision is acting as per all points mentioned above
Make sure that all electrical isolation had been safely performed and properly registered and followed up.
In charge of PTW preparation and opening on site for his discipline tasks
Hold un updated Electrical set points as well as an updated RLMU for his discipline along the project life till the safe handover to the end user.
As a leader in his/her discipline, he/she is involved in the following tasks:
BEFORE Sail-Away, liaise with each construction yard to ensure that all required temporaries and LO/TO are put in place before sail away to optimize an early offshore commissioning commencement.
Be fully aware of the status of all subsystems at sail away point of time in particular (all tasks performed at yard and the pending ones, yard CFTP status and close-out, final punch list status at sail away and carryover works) related to his discipline.
Ensure that Electrical related consumables and temporary equipment are made ready before arrival of platforms (when applicable)
Liaise with CSC electrical team to prepare the required planning, PTW, procedures and check sheets to perform the electrical tasks in line with the offshore planning and commissioning sequence
Monitor the progress and notify the Commissioning Engineer when all electrical tasks achieved for each subsystem
Review and validate the subsystems pre-commissioning and commissioning dossiers for his discipline
Closely follow the punch list related to his discipline and plan for closure
Make sure that all risk assessment of the electrical tasks are prepared and implemented on site
Ensure that all personnel mandatory trainings for his team are performed and valid
Witness or his delegate, the MC form electrical side
Manage the commissioning spare parts related to his/her discipline and incite any emergency material request
Coordinate with the electrical engineers in the different topsides to make sure that all electrical tasks are being performed safely and on time
He is the electrical isolation authority from Commissioning side.
Coordinate with the third party for the witness and required documentation for safety and critical element in his area of responsibility
Responsible for electrical vendors onsite (planning for mob/demob, day-to-day follow up and KOM/close-out meetings/reports)
Participate to the preparation of Offshore Commissioning Schedule and planning
Part of reviewers/issuers of any TQ within Commissioning.
Provide his discipline reports to the Commissioning Engineer (daily, weekly, monthly and close outs)
She/He is the leader for the follow up of the execution of his discipline operational tests and giving the support to other OTPs as far as his discipline is concerned
Ensure the safe and proper energization on site both from temporary and permanent power sources
The focal point for Black start from commissioning site
Accountabilities:
Responsible for the safe preparation & execution of commissioning activities for his discipline, in line with the COMPANY Methodology, Standards and Project Specifications and Schedule
Qualifications Required:
Qualification: Engineering
Professional Experience:
10 years of experience in Oil & Gas Projects as Commissioning Electrical Specialist
Offshore works experience, North Sea experience is plus,
Certified to fully deal with both High and low voltage electrical systems,
Able to communicate and to work with all COMPANY and Vendor personnel,
Fluent in English,
Hands on and computer literate (Standard software’s).
Good knowledge of Commissioning Methodology and Databases. Hands on with PIMS-CMS is a plus
